Why it was rejected

Subscription-gated core function, sold bundle-only. Locating the dog when it is away from a known Wi-Fi network — the entire reason to buy a GPS collar — requires an active paid Fi membership plus a one-time activation fee; there is no free tier and no local-only mode. Fi does not sell the hardware standalone: major retailers list the collar only as a bundle with a prepaid plan (Costco '14-Month Membership', Amazon '[12 Month Membership Included]'), so there is no purchase path that yields working hardware without buying service.

The unplug test

Nothing to unplug — this device only matters when your dog leaves the house, and that is exactly when it needs a live cellular data connection to Fi's servers, not your home network. Inside Wi-Fi range it can still log steps and sleep and alert you to a geofence breach. The moment the dog is out of Wi-Fi range without an active membership, the collar cannot tell you where it is, which is the one job you bought it to do.

Why this tier: A GPS pet tracker whose purpose is finding a dog that is out of range, with tracking away from home Wi-Fi gated behind a paid membership sold in prepaid 6/12/24-month blocks plus a $20 activation fee. The bundle-only retail model is independently visible on Costco and Amazon listings, which name the included membership term in the product title. Sources disagree on how total the gating is — one reports the current-generation collar will not enable at all without an active membership, another describes it as losing out-of-range GPS specifically — so this record rejects on the narrower, better-supported claim: the paid plan is unavoidable for the function people buy the device for. The stronger claim is left as an open question rather than asserted.
