The strap keeps broadcasting your heart rate over ANT+ and open Bluetooth to anything listening — a Garmin watch, a bike computer, Zwift, gym equipment — with the router off, no phone nearby, and no Garmin account ever created. Pairing to a receiving device is done entirely with the module's own button and the receiving device's own sensor menu; nothing in that path touches Garmin's servers. The only thing gated behind Garmin Connect is a separate, optional app pairing that lets you customize settings and receive firmware updates — skip it and the strap works exactly the same.

Why this tier: Garmin operates the Garmin Connect cloud, and the HRM 200's own manual documents a distinct, optional pairing path to it ('Pairing the HRM 200 with the Garmin Connect App') used only to customize settings and push firmware. Core function — broadcasting live heart rate over ANT+ or open Bluetooth to any compatible watch, bike computer, or third-party fitness app — is a separate pairing path ('Pairing the HRM 200 with Your Garmin Device' / 'Connection Types and LED Behavior') that needs no app and no account: you press the module's button and select it from the receiving device's own sensor or Bluetooth menu.
