The strap keeps broadcasting your heart rate over ANT+ and open Bluetooth to anything listening — a Garmin watch, a bike computer, Zwift, gym equipment — with the router off, no phone nearby, and no Garmin account ever created. Pairing to a receiving device is done entirely with the module's own button and the receiving device's own sensor menu; nothing in that path touches Garmin's servers. The only thing gated behind Garmin Connect is a separate, optional app pairing that lets you customize settings and receive firmware updates — skip it and the strap works exactly the same.
Why this tier: Garmin operates the Garmin Connect cloud, and the HRM 200's own manual documents a distinct, optional pairing path to it ('Pairing the HRM 200 with the Garmin Connect App') used only to customize settings and push firmware. Core function — broadcasting live heart rate over ANT+ or open Bluetooth to any compatible watch, bike computer, or third-party fitness app — is a separate pairing path ('Pairing the HRM 200 with Your Garmin Device' / 'Connection Types and LED Behavior') that needs no app and no account: you press the module's button and select it from the receiving device's own sensor or Bluetooth menu. Vendor cloud exists, setup for core function requires no account, and core function works fully unconnected — the D2 row.

Open questions
- Whether a pending firmware update can be declined once the module has been paired to the Garmin Connect app was not established within budget — the manual describes receiving updates via the app but not an opt-out.
- The HRM 200 directly replaces the discontinued Garmin HRM-Dual (010-12883-00), which multiple Garmin Forums threads describe as having no Garmin Connect app pairing path at all — i.e. arguably a genuine D1 with zero vendor-cloud touchpoint. HRM-Dual appears to be sold out / retired at Garmin and major retailers as of this check and was not re-verified as a live record; if secondhand or old-stock units are confirmed still buyable new, it may be worth a separate discontinued-availability record contrasting with this one.
- No vendors.json entry exists for Garmin. A 2020 ransomware attack caused a multi-day Garmin Connect outage (widely reported) but is a security incident, not a documented case of Garmin removing function from an already-sold device, so it was not treated as grounds for a nonzero vendor_risk here. A fuller search for deliberate feature removals or forced-subscription incidents was not done within this device's budget and is worth a dedicated pass.
