The unplug test
It keeps shooting. Every core control — record, mode, resolution, frame rate, Protune — lives on the camera's own touchscreen and buttons, and footage writes straight to the microSD card with no phone or network involved. The one thing a brand-new camera does need from GoPro is the mandatory first firmware update, which can be fetched on a computer from gopro.com/update rather than through the app or an account. After that the camera is self-sufficient. What you lose without WiFi is the Quik app's live preview and remote control, the optional cloud auto-upload subscription, and automatic highlight reels. None of those touch the act of capturing video.
Why this tier: Ships with WiFi 6, Bluetooth, the Quik app, and GoPro's own cloud storage subscription, but the camera's own buttons and touchscreen record video and photo, select resolution and frame rate, and adjust Protune with no app, no account and no network. The HERO13 Black manual settles the deciding question directly: 'Getting Started' is SD card, battery, charge — there is no app step, no activation step and no GoPro account anywhere in it, and the Quik app appears throughout the manual only as a 'PRO TIP: you can also' alternative to on-camera controls. GoPro Cloud is a paid subscription for backup and highlight generation, not a path the footage has to travel. Vendor cloud exists and is genuinely optional: D2. One real caveat, from the vendor's own manual: 'You must update your camera before you can use it.' The update is mandatory on a new camera, but it is not account-gated and there are two documented paths — the Quik app, or a manual download from gopro.com/update applied without the app. So the camera needs a firmware file from GoPro once, at unboxing, before it will work; it does not need an account, and it never needs one again.

Open questions
- The mandatory first update can be applied without the app, but whether SUBSEQUENT updates can be declined indefinitely once the camera has been paired to Quik is not stated in the manual — the manual says only that the app checks for new software every time it connects. Worth settling, since it is the difference between a stable D2 and one that drifts.
- What telemetry, if any, the camera or app sends to GoPro when connected but before any cloud subscription is active (phones_home) is unconfirmed.
