Block Wi-Fi at the router and the Clara Colour keeps doing the one thing that matters: it opens and displays any EPUB, PDF or other supported file dragged onto it over USB, no Kobo account involved. Out of the box the setup wizard nudges you toward Wi-Fi and a Kobo Store account, but Kobo's own firmware includes a documented Sideloaded Mode that skips account creation entirely and disables only the cloud-dependent extras: the Kobo Store, Kobo Plus, OverDrive/Libby sync and Dropbox import. Firmware updates still appear to reach the device over Wi-Fi in this mode, so a permanently offline unit will fall behind on update checks it cannot make.
Why this tier: Kobo operates a real cloud (Kobo Store, Kobo Plus, OverDrive/Libby sync, Dropbox import), but the device's own firmware ships a documented Sideloaded Mode that completes setup and signs the device out with no Kobo account, and non-DRM ePub/PDF files transfer over USB with no login step described anywhere in Kobo's own instructions — so core reading function is fully achievable without ever touching Kobo's cloud.

Open questions
- Is there an in-UI 'skip account' option in the standard setup wizard, or does the account-free path always require the Wi-Fi-declined-plus-config-file procedure documented by the community? No first-party Kobo walkthrough of the account-free path end to end was found, only the underlying feature and its config toggle.
- Does the device still check in with Kobo's servers for firmware updates while in Sideloaded Mode, and can that check be disabled?
- Exact FCC ID for the Clara Colour (N367/N367B) was not located; Rakuten Kobo's other eReader and tablet models file under grantee ZJL, which is a reasonable prior but was not confirmed for this specific model.
