The unplug test
There is no router for this device to notice. It sits inline with the wiring in the wall box and the light responds to the slide and paddle whether or not anything else in the house has power. The only way this dimmer stops working is a burned-out TRIAC or a bulb it doesn't like the dimming curve of, and either is fixed by hand, not by a server somewhere.
Why this tier: A TRIAC-based in-wall paddle dimmer wired directly into the lighting circuit, with a mechanical slide for level and a mechanical paddle for on/off. No radio, no app, no account, no FCC grant on record. Lutron's own wireless dimmers (the Caseta line) are filed under the same grantee code and are easy to find on fccid.io, so the absence of any grant for this model is meaningful rather than a search failure.
