The unplug test
This is a paddle connected directly to the circuit it switches. There is no chip in it to lose contact with anything, so a dead router changes nothing about how the lights in the room behave. It turns them on and off the same way a switch has since switches were invented.
Why this tier: A plain single-pole on/off wall switch in Lutron's Diva line — a mechanical paddle switch with no dimming circuit, no radio, and nothing to configure. The manufacturer's own installation documentation describes only a traditional hardwired installation, with no app, account, or wireless feature anywhere in the procedure, and Lutron's FCC grantee code (JPZ) is well populated with wireless switch/dimmer grants while none exists for this model.
