Probes keep reading, outlets keep switching on the schedule you set, and alarms keep firing on the unit's own display and beeper, because all of that runs on the controller itself. You configure and change everything — temperature setpoints, dosing schedules, outlet timers, alarms — through the Apex's own local web page (apex.local) with a local admin login, no Apex Fusion account required to get there. What you lose without internet is Apex Fusion itself: viewing or changing your tank from outside your home network, and email/SMS/push alarm notifications when you're away. The tank does not notice.

Why this tier: The Apex EL ships with WiFi and Neptune's Apex Fusion cloud, but Neptune's own setup documentation states initial setup does not require an Apex Fusion account and the controller is configured through a local web dashboard (apex.local) served by the unit itself. Community sources corroborate that every programming and control function available through Fusion is also available locally, with Fusion described by experienced users as 'just a way to observe and program it' rather than a control path the device depends on. A documented local JSON/XML status API (status.json / status.xml) backs multiple actively maintained third-party integrations. Vendor cloud exists and is genuinely optional — the D2 row.

Open questions

FCC grant for the Apex EL's WiFi module was not located under a matching grantee in the time available; WiFi presence itself is not in doubt (stated directly by the manufacturer), so this does not affect the tier, but fcc_checked is left false rather than guessed.
Whether firmware updates can be declined is unconfirmed — left as firmware_ota_forced: unknown rather than guessed.
phones_home is filed as 'unknown'. It was briefly set to 'analytics' as a cautious default for a Wi-Fi device with an optional cloud account, but no source confirmed or denied telemetry when Fusion is never linked, and a cautious guess is still a guess. Resolving it means watching a unit's outbound traffic with Fusion unlinked.
Whether the local dashboard supports 100% of programmable logic (Apex's 'Advanced' programming language for conditional rules) or only basic schedules was not separately confirmed — sources describe 'programming outlets' and general control, not the full scripting language specifically.
