The unplug test
It keeps recording and you keep watching. Point it at your own recorder over RTSP — Blue Iris, Frigate, Synology Surveillance Station, ZoneMinder, or Reolink's own NVR — and the footage lands on hardware in your house. Person and vehicle detection runs on the camera itself, so it works with the WAN blocked and costs nothing per month. What you lose without internet is remote viewing from outside the house, push notifications to the phone app, and firmware downloads. Note one real catch: the smart-detection events are exposed through Reolink's own software, not through ONVIF, so a third-party NVR sees the video but not necessarily the detections.
Why this tier: A PoE camera exposing standard ONVIF and RTSP, recordable to a microSD card or any NVR the owner runs, with person and vehicle detection performed on the camera and no subscription. Reolink does operate a cloud and an app, so this is D2 rather than D1 — but the local-only deployment is fully supported rather than a workaround.

Open questions
- Does the camera contact Reolink servers by default when it has internet, and can that be disabled in the camera's own settings rather than at the firewall? Neither source establishes this and it is the main thing separating this record from a confident D2.
- Can firmware updates be declined? Unresolved.
- Confirm from Reolink's own documentation — rather than third-party reviews — that RTSP and ONVIF are enabled without any account. Both current sources are Class B; a first-party source would strengthen this record.
- Current US price band not established.
