The unplug test
Recording does not stop. The NVR keeps writing every connected PoE camera to its internal hard drive and you can still watch any of them on a monitor plugged straight into it, because that path never left the box. What you lose without internet is viewing from outside the house through the Reolink app and any 'My Cloud' backup. The admin account you set up during first boot lives on the NVR's own storage, not with Reolink, so nothing about local recording or local viewing depends on the company staying in business.
Why this tier: An 8-channel PoE NVR with a pre-installed 2TB HDD that records locally and can be viewed on a directly connected monitor with no app and no account at all. Reolink operates a cloud and app for optional remote viewing, which places this above D1, but the setup wizard runs on the connected monitor, the only credential created is a local admin account stored on the NVR itself (1 admin plus up to 19 local users), and 24/7 recording, local live view, and ONVIF/RTSP camera ingestion all run with no internet connection.

PoE IP Camera') conflict with the ONVIF-ingestion guides found; both may be true in different senses (guaranteed smart-detection features vs. basic third-party ONVIF video) and the manufacturer's own documentation on this specific point was not read directly.
- Can firmware updates be declined? Not established.
- What does the NVR transmit to Reolink when it has internet (phones_home)? No traffic analysis found.
- No FCC grant found under a targeted search for this NVR model; Reolink is a vendor that demonstrably files grants for its radio-equipped products (see the RLC-810A and D340W doorbell records' FCC entries), which supports reading the absence here as the NVR containing no radio rather than a search failure — but the search was not exhaustive.
