Why it was rejected
No documented way to finish setting up a new Body Smart without installing the Withings/Health Mate app and creating a Withings account. Multiple independent setup guides (Withings' own developer documentation, and third-party reviews of the Body+/Body Comp/Body Smart line) describe the same required sequence: install app, create account, pair scale, enter your starting weight. There is no in-box or on-device path that skips account creation.
The unplug test
A brand-new, still-boxed Body Smart cannot be put into service at all without first connecting a phone to the internet, installing the Withings app, and creating an account — the scale needs that initial profile before it will show you a correct number. Once that one-time setup is done, day-to-day weighing does work without a live connection: the scale weighs you, shows the number on its own e-inkscreen, and a community-reported local buffer holds a couple of weeks of readings to sync later. That buffered independence is not guaranteed, though — Withings has required existing owners to accept new data-sharing terms in-app to keep using devices they already owned, so the offline grace period is a courtesy the vendor controls, not a right of the hardware.
Why this tier: Withings' own support documentation states plainly that creating a Withings account is required, and its own privacy FAQ explains the scale cannot correctly recognize a user's weight on first use without a starting value entered through the app during account setup. An account mandatory at setup is a REJECT condition on the decision table regardless of how the device behaves afterward.

Open questions
- Exact retail price could not be confirmed via a direct fetch of a manufacturer or retailer page within budget (withings.com blocks automated fetches; Amazon/Best Buy fetches failed). Recent listings put it in the $100-140 range.
- How many days of readings the scale actually buffers offline, and what exactly happens on-screen when that buffer is full and no sync has occurred, was not confirmed against a primary Withings source.
- Whether the account-creation step can be satisfied with a throwaway/local-only account (no real email, no data-sharing consent) was not tested.
